Search and Seizure - Essay Example Searches and seizures are used to produce evidence for the prosecution of alleged criminals. The police have the power to search and seize, but individuals are protected against  Arbitrary, unreasonable police intrusions.† (http://legal-dictionary.thefreedictionary.com, 2011) The provisions under the search and seizure law are not uniform across countries. For example, some countries allow citizens the right to be free from what they deem to be â€Å"unreasonable search and seizure†. Often this right is derived from broader rights to individual privacy. In most cases of ‘search and seizure’, the police officers are required to possess a valid search warrant before they commence their operations. In the United States law, the Fourth Amendment to the Constitution states â€Å"the right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and Warrants shall not be issued, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.† (http://legal-dictionary.thefreedictionary.com, 2011) This amendment is rather brief, leaving jurors to bank upon precedence and previous rulings on similar cases to ascertain legality of a contested ‘Search and Seizure’ operation. Not only is the amendment brief, but it is also subjective and vague at places, leaving juries to read situations based on the spirit of the law as opposed to its actual stipulation. Moreover, although consent must be voluntary and essential before the procedure begins, there are no clear-cut tests through which it is obtained. As a result, the court will consider the ‘totality of circumstances’ in deciding if the consent was voluntary. The urgency of a particular case is also important, as it will help ascertain whether police officers could have afforded to waste time b efore the evidence gets hidden or disposed off by the suspect. It is a reflection of lack of comprehensiveness of the Fourth Amendment that such phrases as â€Å"reasonable expectation of privacy†, â€Å"exigent circumstances†, â€Å"probable cause†, etc are used in court trials and during ‘search and seizure’ procedures. (Amsterdam, 1974, p.350) In the context of the United States, most ‘Search and Seizure’ operations occur as a way of checking illegal trafficking of drugs or suspicious transfer of huge sums of money. In the post 911 scenario, ‘search and seizure’ procedures are employed as a way of gathering intelligence to prevent possible attacks. For example, in a hypothetical scenario, the police may have been tipped about an impending terror attack, wherein the bombs are ticking and are hidden in a vehicle. In this case, it would be imprudent to consider the privacy rights and property rights of the owner of the car before locating and disposing of the bombs. Another common scenario where Search and Seizure procedure is carried out is to catch tax-evasion. The police, on a tip-off from the IRS, proceed to conduct a surprise raid on the premises of the suspected tax-evader, so that they could get hold of crucial evidence that stands contrary to the stated claims in tax returns. ‘Search and Seizure’ procedures come in conflict with rights to privacy and also rights to property. Focus group discussion Essay The research utilized two focus groups to represent the student population being evaluated. Each focus group is comprised of four students with one moderator in charge of the discussion and although it was mentioned that the target number of students for the focus group would be seven, only four students from each group attended the session. The students that were sampled had all previously used or had the necessary experience in handling web 2. 0 applications particularly wikis, blogs, social networking technologies (MySpace, Friendster, etc. ) and other Web 2. 0 applications that were used by the students. For the first part of the discussion, the group focused on introductory remarks particular on how they utilize web 2. 0 applications. Both groups were asked the question (as a discussion opener) on how do they enjoy spending their spare time in the internet. According to group 1, half of the group indicated that they had very limited time when online because of the budgetary constraints and thus they are more apt to utilize all of their time in using web 2. 0 applications for learning purposes. On the other hand, the other half of the group expressed their fondness of being able to enjoy chat while online with their friends and browsing through forums for information (whether education or non-education related information). One common trait for all the participants of the first group is their interest in reading and searching for subjects that interest them with the use of web 2. 0 applications. It is interesting to note that, previously they had mentioned that they were utilizing information only or web 1. 0 applications for information but with the influx of web 2.0 applications, they had found it easier to use and more apt to their style of finding information (Hinchcliffe, 2006). Being that web 2. 0 applications are more interactive and provides a venue for two-way communication, they are able to ask questions, search for groups or communities with their desired information. For the second group, it was indicated that the members of the group with the same background utilize their spare time by chatting online with their friends, particularly with the classmates as some of the members of the group are schoolmates and are friends. They are able to share information particular to current blogs and subjects that interest them as a whole. With this they are able to find information faster as they are able to share insights with each other. In addition, they are able to utilize their spare time while online by browsing through subjects often referred to by their classmates within the focus group. Being that they are also previously acquainted with each other, they are able to use web 2. 0 applications at the same time, often during school breaks where they are able to meet with each other and share community sites such as blogs and wikis that highlight their favourite and desired information. This adds to the value of web 2. 0 applications being a very communal information technology tool it is able to put together people with the use of the internet and information put together. As a follow up to the first question, every member of the two focus groups were asked of their level of familiarity with respect to web 2. 0 technologies. Level of familiarity is defined as the ability of these students being evaluated to first identify with web 2. 0 technologies, their level of being able to proficiency in utilizing such tools and their capacity to use such tools in aspects of their daily lives such as interaction with society, learning and education (Hinchcliffe, 2006). The first group explained that there are familiar with the most common web 2. 0 technologies online. Noted web 2. 0 applications such as blogs, community forums and Wikis were identified the most by the users. The respondents in group one generally expressed their feelings that Web 2. 0 applications have been already been there in our daily lives even before it was formalized as Web 2. 0 technologies. As one respondent explains, Web 2. 0 technologies have been present for a considerable amount of time already and have been used as a means of providing and transferring information between each other. However, with the formal induction of these technologies as Web 2. 0 technologies, further improvement and interest was accorded to it, thus the influx of users and it was more and more integrated into society. Forums for example have existed for a considerable amount of time yet only recently has it been given so much interest and improvement that it has started to occupy a considerable amount of society’s â€Å"online† daily lives (Anderson, 2007). For the second group, they had indicated what Web 2. 0 applications are but have little or no idea of it whatsoever. The students on the other hand had already used web 2. 0 applications such as social bookmarking, calendaring, image sharing, collaborative authoring, video sharing and social networking tools but had not identified under one umbrella such as Web 2. 0 technologies (O’Reilly, 2005). Students under this group were able to identify that they had used Wikis and Rallypoints as a tool to share information with their classmates in their classes but were not aware that these tools were considered as Web 2. 0 technologies. On the other hand, one of the students under this group had expressed that she had a rough understanding of what Web 2. 0 technologies is however had not taken into consideration the other Web 2. 0 technologies existing.

Plato's Allegory of a Cave, Wachowski's Matrix, and Marge Piercy's Woman on the Edge of Time Plato's Allegory of a Cave is a story about prisoners that are chained underground, who can not see anything except for shadows caste on a wall by a fire. The only thing that these prisoners can see is the shadows of people. Eventually, one of the prisoners breaks free of the chain and ventures out into the real world. In the real world the freed prisoner discovers that the shadows in the cave are created from light diverge off people. He recognizes there is a whole new world filled with light. The freed prisoner is very confused and blinded by the light so he decides to return to the cave. When the prisoner returns to the cave, he shares what he saw in the real world with the other prisoners. The remaining prisoners treat the freed prisoner like he is crazy and they tell the freed prisoner that the real world does not exist. The prisoners in the cave do not believe in the real world because the cave is all that they know exists. Platos story is a close parallel to the film The Matrix and Marge Piercys Woman on the Edge of Time. Platos theory suggests that masses should be silenced in order to discourage desire because desire leads people to be unjust. Thus, equilibrium is needed to create peace and prevent chaos between two powerful worlds. The parallel of Platos theory can be seen in Marge Piercys Woman on the Edge of Time. The novel is about a chosen person, Connie, and her journey to keep peace between the machine world and the human world. Connie has special communicating powers, in which she is able to contact two completely different future worlds. The first world is a total utopia where Connie communicates with Luciente. The utopian world is a very high spirited, trustworthy, healthy community which is extremely peaceful and relies very little on technology. The world in a dysutopian, is completely controlled by computers, and humans are slave-like to cyborgs. This world is very dirty and the world wa s completely trashed. Connie lives in the present, where the worlds future is threaten by complete control by machines or a world with no technology. Like the prisoner in Platos story, Connie is shunned by society and put in a mental hospital.

A Birthday Remembered Essay

Love is very complicated, not just butterflies in one’s stomach, but it also involves a lot of pain. The pain is not easy to drain. We have to confront ourselves with the pain and get over it, but that’s easier said than done. We restrain our feelings and try to forget them. This only causes an even bigger pain. That is the situation for Ellen, the main character in this short story. Ellen’s love life has been complicated, she is a lesbian and obliged to listen to people’s prejudices. Her one and only love, Jackie, dies caused by an incurable illness and she is not allowed to bury her â€Å"She has not been allowed to do this one last thing for Jackie. To be with her during the last rituals.† (l.24-25). Because of Jackie’s former husband, Roger, whom she has left to live with Ellen, but he could not accept his wife being a lesbian, because of his man-stubbornness and he even tried to declare her temporarily insane (l.15). Jackie’s daug hter on the other hand thinks that what Ellen and Jackie had was wonderful and beautiful, but you don’t know yet if she’s a lesbian herself or a heterosexual (l.102). The short story is written in third-person (l. 8) â€Å"why shouldn’t she?† The narrator is not omniscient, but we have inner-angel from Aunt El since we only â€Å"hear† thoughts from her, and not from Tobie or Warrick. (line. 104) â€Å"She felt the shock of the words†. You can’t really tell if the narrator is reliable or not, since we don’t know which connection he has to any of those in the story. Neither does he try to make anyone to seem like the â€Å"bad guy†, but the narrator is making us feel sorry for Aunt El, for her big lost Jackie. (L. 24 & 89) â€Å"She hadn’t been allowed to do this one last thing for Jackie† â€Å"but we have to get used to living without loved ones†. The language used in this short story is very well written and is very descriptive, because of all the adjectives being used, which makes the story way more â€Å"living†. (l. 12) â€Å"Roger had been furious, appalled and ang ry..† although the story is very well written it’s also a bit harsh to understand, because of some of all these adjectives and expressions. At line 37 there might be a flashback â€Å"here’s to you, Ellen Simms, on your birthday†. One thing that was striking me was that the story is written in the preterit, but at the same time the narrator uses direct speech, which I think is a bit odd, since you normally writes the whole story in either present or the past, and very seldom a combination of the 2 indication of times. We have two main characters in this story, who’s Aunt El and Tobie: Aunt El / Ellen Simms is an old women who lives by herself. She used to be heterosexual and lived together with a man named Roger. They had a kid together named Tobie which is 15 years old. Ellen chooses to leave Roger because she’s changing her sexuality, and becomes a lesbian and falls in love with Jackie. But unfortunately Jackie died one year from now on, which leaves her alone with Tobie, and chooses to return back t o the father Roger. Ellen is a very obliging and kind person. She really misses her old flame Jackie, and cares a lot about Tobie whether her sexuality is heterosexual or lesbian (l. 83) â€Å"suppose it had been a girl? People choose who they want.† She seems considerate, when she offers Tobie and Warrick a hot cocoa, and remembers that young’s always are hungry and decides to make them some sandwiches. Tobie is daughter of Ellem Simms and the late Jackie. She’s 15 years old, but doesn’t have an abundance of friends (l. 20) â€Å"Tobie never had an abundance of friends†¦Ã¢â‚¬  She has short blond hair, had lineament from her father and a nice smile (l. 53-55). She cares about Ellen, since she’s the only one who shows up at her birthday and brings a present, which she has been saving money, for about a week. The way she earns these money is through her job in the library (l. 68) â€Å"I’m a library page after school..† helpful is also a good word, that would describe, which you can see in the story, when she offers her help to go and make cocoa together with Ellen. It seems she trusts Ellen more than her own father, since she decides to show Warrick for Ellen instead of her father. The message in this short story, is that pain will always be there, but only temporary, but at the same time hard to get over. That love is a big (maybe the biggest) part of our life and we should not regret, but remember the good times you’ve had with those you’ve loved. Don’t take anything in vain, live your life. And it doesn’t care if you are a heterosexual, lesbian or gay, just as long as you are happy. The title of this story is â€Å"a birthday remembered† which I guess is chosen because of all the emotional feelings that’s stepping in strength through this story and especially the quote from the daughters side â€Å"I hope it will be as wonderful and beautiful as what you and mom had together†.

The reception and venues should be well decorated according to the theme. The tables should be set, wedding napkins available, name tags available to avoid confusion on who sits where. If it is an evening wedding, the lightning should be perfect; candle holders, candle, chandeliers and floral lights create a more romantic atmosphere. We have different types of cakes. The wedding cake should be a flavor enjoyed by both the bride and the groom. Cake plates should be available for easy serving. Cupcake trees is also a nice idea, this makes sure that the cake is enough for everybody in the congregation. You can have a cake topper of your choice or just ignore it. The venue of the wedding, be it a church, a hall or outside, the place must be decorated. Floral arrangement should be perfect. Wedding centerpieces should be eye catching and breathe taking to attract attention to the theme of the wedding. They can also include a centerpiece vase that can be an artifact stealing more attention to the theme. Remember the aisle runner, it is the first thing everybody sees when they reach the venue. We have so many wedding suppliers. Some provide the whole package and some just some services. Some are quite expensive others are affordable. You need a reliable wedding supplier, not all are. Before choosing on whom to settle on, you need to have decided on the budget. You should settle for what you afford. You have to budget for all necessities like attires, rings, venue fee and transportation. The remainder of the money will decide on the number of people to invite and who the best suppliers are. Talking to someone who has already had a successful wedding is a good way of finding reliable group of people or companies to make your day the best. You should have open line of communication and work together to make your day unique. Remember to sample their products and look at their equipment before settling for any of them. Contracts are also advisable but read them carefully to make sure they are under your terms and conditions.

Its slow flow of water supports grasslands, thick forests, and a diverse group of animal, fish, and bird. Wildlife, although severely reduced in number and diversity over the past century, is still abundant and includes alligators, American crocodiles, deer, wading birds, fish, snakes, and the endangered Florida panther. American crocodiles and alligators pretty much rule this amazing ecosystem and are no doubt at the top of the food chain. The American crock and the alligator are very much alike and many ways. The primary distinguishing feature between the two is seen in the snout, because alligators it is rounded but the crocks is more pointed. Also the crocks lower fourth tooth fits into a groove in the side upper jaw and, unlike the alligator, this tooth is visible with the mouth closed. An adult crock will grow to be about 10-12 feet. The diet of the two are a variety of foods including insects, crabs, crayfish, fish, frogs, snails, turtles, snakes, coots, grebes, wading birds, raccoons, otters, deer, and other alligators and crocks. They also feed on dead animals although they are carnivorous, they are occasionally seen uprooting vegetation evidently they do not eat the plant material, and may be catching crayfish, snails, and insects. White pelicans are amazing birds and weighing 10-13 pounds they have the second greatest wingspan of any bird in North America. It ...

The Consequences of Globalization on The Nation State – Economics Essay Free Online Research Papers The Consequences of Globalization on The Nation State Economics Essay In order to answer this question, I will first explore the main theories regarding the role of the nation state within today’s global economic order, to gain an understanding of the academically accepted view regarding the question. I will then go on to identify what is meant by the term ‘political power’, and investigate how each part of this is affected by the process of globalization. It is important to note that each nation state has been affected by the process in different ways, dependent upon the strength of the state. For the purposes of this essay I will use two examples, placing them in the loose categories of ‘Western European’ and ‘Newly Industrialising Countries’. Firstly then, let us look at two of the main hypotheses surrounding the question of the power of nation states in a global age. Some commentators argue that the process of globalization is nothing new, indeed it is a continuation of the period pre-1914, which had it self been an accumulation of progress for several centuries. Some upholders of this view believe that since the end of the cold war, alliances and oppositions between industrialised states is obsolete, and therefore erases the need and validity of the nation state. As Gray points out, though, their are major differences between today’s economic order and that of the pre-1914 world, and these differences discredit nation state power disappearing as a stage of an evolution. The international market before the outbreak of the First World War was relatively ordered, with goods mostly flowing from colonies to the western powers, yet today the balance of advantage has swung to a number of different areas of economic acti vity. Also, today’s economy cannot be managed as efficiently, or indeed as predictably, under the risks and uncertainties of a global economic and finance network, as was able under the Gold Standard. National States still have their place, yet their job becomes more difficult. A rival school of thought recognises the novelty of the global market, yet also hold that the phenomenon has rendered the nation state irrelevant. ‘Hyper globalization’ theories see the transnational corporation becoming rootless, and as such able to move freely around the world in order to maximise profits, thus eclipsing the nation state. â€Å" Like a mothball, which goes from solid to gas directly, I expect the nation state to evaporate†¦ without question, the role of the nation state will change dramatically and there will be no more room for nationalism than there is for smallpox.† Such companies, it is argued, act out of self interest determining such things as interest rates, exchange rates and the allocation of capital. From this stand point transnational companies (TNC’s) take political power into their own hands, and increasingly citizen’s wishes are subjugated to the wishes of ‘big business.’ Gray also argues against this theory, by explaining the still present relationship of TNC’s and their ‘home’ countries. Most TNC’s retain strong links in their country of origin, even whilst dividing production globally. Ownership and executive boards are based in the country of origin, and a large percentage of sales are made in the ‘home’ country. With these ‘all encompassing’ theories discredited, we must now look at more discreet ways in which globalization is effecting the political power of the nation state. In order to do this coherently, it is first important to understand what exactly is meant by the ‘political power of the nation state’. Beck gives us a good definition to work with: â€Å"The central task of politics†¦is to define the basic legal, social and ecological conditions under which economic activity first becomes possible and legitimate.† I will argue that globalization has the effect of reversing this equation by subjugating the needs of law, society and ecology to those of the economy. Nation states are in competition with each other to secure investment, and only the state which offers the lowest costs will secure the interest of the company. There are three ways in which states offer competitiveness, through low taxes (law), deregulation (all three areas) and by shrinking the welfare state (social). The promise of investment, or the threat of withdrawal means that TNC’s now have â€Å"significant leverage on the policy options of the national government.† These companies can now â€Å"limit the politics of state† An example of how the needs of the economy take priority over a nations law is the tax demands made by TNC’s. As Beck points out, the principle of levying taxes is the main principle underlying the nation state. It gives the government of said state authority to organise the economic activity of the country. The power of TNC’s and the extent of globalization means that a company can produce goods in one country, pay taxes in another, and demand infrastructural improvement in yet another. The effect this has is to create large profits for companies, but of which nothing is paid back into the national economy, thus the rise in wealth of companies becomes grossly disproportionate to the rise in wealth of the ‘home’ country. Beck gives us some examples of this based on Germany. From 1997-2000 corporate profits rose 90%, whereas wages rose by only 6%. Between 1990 and 2000 income tax revenue has doubled, whereas corporate tax has fallen by 50%. â€Å"The glad iators of economic growth who are so courted by politicians erode the authority of the state by demanding its services whilst denying it tax revenue.† The recent rolling back of social welfare programmes in much of western Europe is another consequence of the global economy, and the erosion of political power of nation states. As mentioned above, in order for a country to be competitive on a global scale, it must offer a company low costs, and this includes labour costs, as well as such programmes such as pensions and insurance. Since 1973 there has been a downturn in the international economy which has resulted in a stagnation/recovery cycle, and therefore instability. Yet there has not been a 1944 style conference to deal with the problem, instead there has been a drive to oust the welfare state, due to its uncompetitive nature . Gray argues that countries with social democratic ideologies are incompatible with globalization, as they install too many responsibilities upon TNC’s, (this, coincidentally, is why firms from the USA have the advantage) but they also rely on the assumption of a closed economy in order to survive. By policies of social democracy, Gray is referring to policies of full employment, a comprehensive welfare state and egalitarian tax policies, as well ideals of equality. In a practical sense, he argues, in an open economy it is impossible to regulate the implementation, or to enforce, programmes of equality and justice. The final sector of political power to examine then is that of creating favourable ecological conditions. This again takes us to the issue of deregulation, and nations competing for investment. Even in this era of increased environmental damage, nations cannot afford to impose policies which add the cost of such damage to the companies creating it. These extra costs will be reflected in prices, whilst companies incurring the costs are competing on a global stage with enterprises who do not. The only possible consequence is that capital will migrate to less regulated areas of the world. Pollution will still occur, yet the regulating country loses the investment. We can see from all of these examples that economic pressure causes by the globalization of industry forces national governments to place the priorities of the economy above those of other policies intended to protect citizens. These examples though show only the effects within developed countries, where regulation was already in place, allowing deregulation to occur. Let us now turn our attention to the effect of globalization on political power in newly industrialising countries. The International Monetary Fund (IMF) and the World Bank were created at the 1944 Bretton Woods conference, and were intended to avert another 1930’s style depression. From the 1980’s, any credit from the World Bank, intended for development, had conditions of IMF ‘structural adjustment programmes’ attached. Countries accepting such loans are forced to implement changes in their own economies which reflect the free market ideology of neo-liberalism, namely capital and trade liberalisation. In 1985 debt-stricken Bolivia accepted the IMF conditions on World Bank debt relief, and in doing so were forced open up its markets to foreign corporations, massively reduce public spending and privatise all national industry. This policy resulted in a 300% increase in domestic water prices, and Bolivia remains today the poorest country in Latin America. Here we can see that governments in developing countries have even less scope to create economic policy than those in the ‘west.’ For the past fifty years, economic growth has been organised and managed by the state. This has been weakened by a number of reasons. Firstly the internationalisation of the finance markets, in particular the floating foreign exchange mechanism has reduced the efficiency of national macroeconomics. For governments acting macro-economically, there are too many risks and uncertainties, due to the unpredictability of the global market. The role of government now resides in the microeconomic realm, by promoting flexibility in labour and production. Secondly, the percentage of economic activity now organised by TNC’s, and the growing interdependence within trade, investment and technology has taken economic power out of the hands of the nation state, thus undermining its authority and legitimacy. Finally the prevailing ideology that market freedom is an essential tool in attracting investment has led to deregulation, and therefore further powers taken from the state. As we have seen above, such deregulation has led to the rolling back of the welfare state, significant environmental compromises and the loss of tax revenue from the state. In less developed countries we have seen that an even greater loss of power has taken place. The consequence of globalization upon the political power of the nation state is the reduced power within the economic sphere. With a global finance market, single state changes in economic policy are unpredictable. With a global industry market, such changes become dictated by business and by the free market ethos. A postcolonial critique of liberal peacekeeping theory Northern Statism at the Margins:   A postcolonial critique of liberal peacekeeping theory. Today, ‘humanitarian intervention or so-called ‘muscular peacekeeping occurs in contexts known as ‘complex emergencies, which combine elements of civil war, state collapse, human rights violations, ‘criminality and humanitarian crisis.   Often, local agents have formed vested interests connected to external powers, which induce them to reproduce situations of emergency.   Mark Duffield aptly refers to the ‘security-development nexus, in which global assemblages of crisis management are connected to the local reproduction of crisis.   This nexus deploys peacekeeping and peacebuilding as alternatives to recognising the impact of neoliberalism and imperialism on development (****).   Duffields analysis resonates with the idea of crisis-management in the work of Gayatri Spivak (1990: 97-8), who portrays crisis as a constant situation in a postcolonial world where the North constantly wards off the traumatic effects of colonialism.   While clear fro m official documents, this status of responses to the South as crisis management is not apparent in the fantasmatic discourse of public pronouncements and media coverage.   In this context, it becomes crucial to the critique of colonial power to simultaneously see the process of crisis management and its ideological construction to repress the colonial trauma.   An examination of liberal theories of peacekeeping must show their complicity in both these processes. This paper will pursue an approach of ‘seeing together in relation to liberal theory, by reading this theory together with the intervention in Somalia.   It will thus seek to draw out the complicities between false and oppressive assumptions in theory and colonial actions (and failures) in practice.   The main purpose of this paper will be to establish that liberal and instrumentalist peacekeeping theorists share a number of colonial assumptions.   While drawing on postcolonial studies, the approach will also engage with ethnography, anarchism and cultural studies as means of providing multiple angles from which to see situations.   Multivocity is deployed to approximate a complex situation by viewing it from a number of different directions at once, each viewpoint being taken as an incomplete perspective.   Postcolonial theory will here be shadowed firstly by Richard J.F. Days anarchist critique of liberalism, to demonstrate the complicity and interchangeability of c olonial and statist standpoints.   Secondly, it will be traced through reflections on the intervention in Somalia by anthropologists and postcolonial theorists.   While recognising the danger of epistemological violence in the Northern anthropologists representation of the Other, such accounts are useful in exposing the structural gap between the theoretical framing of the situation and the situation as it appears from a more nuanced engagement.   There are doubtless also gaps between the anthropologists reconstruction and the immanent discourse of everyday life, but for the purposes of this paper it is necessary only that the anthropological account be closer to this discourse than is that of the normative theorists.   The article focuses on three related liberal theorists: Nicholas Wheeler, C.A.J. Coady and Fernando Tesà ³n.   The theorists discussed here are similar in their general frame, though varying in the degree of subtlety with which they express it.   Coady offers a more subtle theory that the other authors, but his subtlety supplements rather than overriding the performative effectivity of liberal discourse.   In this article, we treat them as part of a single discourse, and trace their colonial logic through a series of five interlinked assumptions which can be traced through all the theorists discussed. 1. Northern privilege as universalism The first problematic assumption is the view that a desituated Northern agent can assert and establish the content of a universal ethics.   Most often this is constructed in opposition to a straw-man of relativism.   It is not, however, the universalist stance which is most crucial to their colonial status.   Rather, it is the fact that they believe universally true positions can be established by reference solely to Northern experiences and values.   Their approach is thus colonial in foreclosing the need for dialogue with difference.   Northern standpoints are privileged by means of a separation between marked and unmarked terms.   The unmarked term of the civilised world becomes the exclusive referent for justifications of approaches to the ‘uncivilised other.  Ã‚   Hence, the ‘civilised world is ethically tautological: its relation to its Others is justified by its own values, which are the relevant referent because it is ‘civilised, a status it po ssesses by virtue of its values.   This reinforces the view that, despite the tenuousness of its moral realism, liberal cosmopolitanism is a paradigmatic ‘royal science, seeking to give a certain Law to its readers to provide a stable basis for moral order.   As Richard Day writes of Kymlicka, liberal theory produces ‘an utterance that does not anticipate a rejoinder (78).   The construction of monologism takes different forms in each theory.   Wheeler rests his account of the normative force of the duty to intervene on a liberal international relations (IR) perspective which is pitted mainly against the Realist view that states are incapable of normative concern.   His main concern is thus to show that normative restrictions, even if used or formulated in self-interested ways, can still be binding on states (2004: 4, 7, 24).   This sidesteps the question of how ethical positions should be reached, but has a symptomatic side-effect.   This construction of international normativity thus focuses on the emergence of normative communities among states (e.g. 2004: 23, 44).   Stateless societies can be the objects of intervention, but are excluded from the formation of the normative community which legitimates it, effectively relegated to terra nullius by the absence of a relevant international claimant not empty of people as ‘bare life, but e mpty of morally relevant agents, people who ‘matter as normative voices.   Things get no better when Wheeler briefly enters the field of discussion of how positions should be reached, rendering this process the exclusive province of the ‘values of civilized societies (2002: 303).   Hence, ‘civilised societies ask themselves if they are entitled to intervene; nobody thinks to ask the recipients.   In practice, this leads to a situation where the   UN believed that no consent was needed to intervene in Somalia due to the absence of a state able to give such consent (Wheeler 2002: 183).   Fernando Tesà ³n offers the most unreconstituted variant of the universalist global-local.   He adopts a strongly realist moral ontology in which moral truths are absolutely independent of their origins (Tesà ³n 2001:12).   Having asserted ontologically that such truths exist, he nevertheless provides no clear guide to the epistemological means by which they can be known.   But what he does not say, he shows by his performance as speaker of ethical ‘truths.   His reference is to a Northern in-group connected to the dominant fantasy frame, as for instance when he writes of ‘the shock we felt over the Srebrenica massacre (2001: 44).   The type of subject who felt shock at this juncture is of a certain type: tuned into the global media, experiencing the events of Bosnia from the outside, contained in a sphere of safety in which such events are shocking rather than horrifically quotidian and predictable.   This ‘we excludes by gradations the Srebrenica vic tims themselves, whose emotions were likely much sharper than mere shock; the solidarity activists, Muslim and secular, who would be angry but unsurprised at the Serbian atrocity and the UN betrayal; and the other recipients of intervention, the Somalis, Rwandans and so on, whose reactions remain opaque.   Like Tesà ³n, Coady is a moral realist who views ethics as a form of knowledge allowing universal claims and derived from human nature (2002: 13-14, 18).   This position is counterposed to a simplified view of relativism (2002: 14), and again, its ontological firmness is undermined by its silence on epistemology.   No method is provided for distinguishing in practice between relative and universal positions, though such judgements are most definitely made in practice (2002: 16).   Again, it seems that the universal truth is established solely by Northern agents.   One establishes truth through the ‘courts of reason, feeling, experience and conscience, which may or may not produce an obvious answer (2002: 14).   Being internal to the desituated Northern observer, these ‘courts do not require any accountability to non-Northern Others, or any kind of reflexivity.  Ã‚   A Northern subject-position is introduced performatively.   Hence for instance, reactions of Northern media viewers are deemed facts of human nature (2002: 29, 36).   Hence it is clear that, while Others are allowed to make claims in these courts, but the judge remains resolutely Northern.   In practice, such universalism, operating as a global-local, provides space for linguistic despotism.   Deleuze and Guattari have argued that the persistence of despotism after the end of absolutist states relies on the despotic functioning of transcendentalist language (Anti-Oedipus 207).   In peacekeeping discourse, this transcendentalism is expressed especially in the binary between civilised and uncivilised, which creates the conditions for sovereignty and states of exception.   One can thus think of peacekeeping violence in terms of law-founding violence, a suspension of ethics in the creation of a statist order.   Hence, Hardt and Negri are right in arguing that ‘[m]odern sovereignty†¦ does not put an end to violence and fear but rather puts an end to civil war by organizing violence and fear into a coherent and stable political order.   Peacekeeping in the dominant discourse is the violence which forms a bridge between ‘anarchy (the demonised Other) and liberal-democracy, cutting through complexity with the simplicity of brute force (Debrix 110).   The effects of this discursive asymmetry are made clear in Sherene Razacks investigation of peacekeeping violence.   Razacks book focuses on instances of torture and murder by Canadian peacekeepers in Somalia, and accounts for such violence as expressions of discourses of superiority (10).  Ã‚   Razack argues that Canadian peacekeepers in Somalia committed atrocities because of their identity as agents of a civilised nation operating in a hostile, otherworldly context.   They use such categories to construct an ‘affective space of belonging (24).   The identity of Canadian peacekeepers as citizens of a civilised nation lead to the denial of personhood to Somali Others (Razack 9).   The stance as civilised outsiders leads to violence through the operation of a binary of civilised versus savage which is inherently racialised (13).   The civilisers are counterposed to the ‘dark corners of the earth in a narrative which places Northern peacekeepers outside history (12).  Ã‚   They are assigned the task of sorting out problems of Southern others at some risk to themselves (32).   ‘History is evacuated and the simplest of stories remains: more civilized states have to keep less civilized states in line (48).   Sites such as Somalia thus become viewed as utterly hostile, sites of absolute evil in which anarchy blurs with terrain and climate (15, 84).   Since the South is constituted as an inferior category, peacekeepers enter a space where their ability to relate to others humanity is impeded (54, 155).   Such black holes, or extraordinary spaces, become sites of exception and emergency (44).   Excluded from dialogue by the myth of its absolu te evil, the Other is taken to understand little but force (38-9, 93).   Canadian peacekeepers involved in abuses were acting on a narrative bearing little resemblance to their actual situation in a largely peaceful town (73).   They in effect went looking for enemies, scheming to lure and trap Somalis who were then assumed to fit stereotypes (79-81).   The narrative of imposing order amidst chaos creates conditions in which peacekeepers initiate conflict to provide a context in which to respond overwhelmingly and brutally.   Paradoxically, peacekeepers thereby often become unable even to keep the peace between themselves and their local hosts, let alone to impose it among locals.   2.   State as necessary; social order The second problematic grouping of assumptions concern the social role of the state.   Liberal theorists view the state as identical with or essential to society, and as something without which a decent life is impossible.   This is taken as a truism.   As Richard Day argues, liberal scholars systematically ignore arguments that stateless life might be preferable to life under the state, in an intellectual doubling of the move of liberal states to ruthlessly suppress movements aspiring to stateless life.   Despite their criticisms of particular state policies, liberals consistently think about social life from the standpoint of the state.   As Day writes, liberalism identifies with the state by adopting its subject-position (79).   This fixation on the state expresses itself normatively in the attachment of overriding significance to themes of order, security and stability.   For instance, the UN resolution on Somalia called for action ‘to restore peace, stability and law and order (cited Lyons and Samatar 34).   On the other side, metonymic slippage is established between terms like statelessness, lawlessness, anarchy, chaos and barbarism.   This conceptual conflation combines into a single concept at least four distinct phenomena:   state collapse as such, the collapse of society (such as everyday meanings and relations), the existence of a situation of civil war, and the existence of a set of ‘lawless actions similar to criminality (such as murder, torture, rape, armed robbery and extortion).   This runs against the warnings of more informed empirical scholars who emphasise the need to disaggregate these phenomena (Menkhaus State Collapse 405, 407).   On an explanatory level, statist authors tend to attribute the other aspects of a complex emergency, particularly social conflict and ‘lawless actions, to the absence of a state (or of the right kind of state).   Hence, they fail to distinguish between peaceful and warring stateless societies, or between ‘lawless stateless societies and those with some degree of diffuse ‘governance.  Ã‚   A society such as Somalia is stateless, hence necessarily beset by civil war and social predation.   As a result, it is assumed that the response to problems related to civil war and ‘lawlessness must be resolved by the restoration or construction of a proper state.   An absence is taken as the explanation for various effects, with no sense of what specific forces cause these effects.   The possibility that the worst problems in complex emergencies could be mitigated instead by moving towards a more peaceful and less predatory type of statelessness a possibility at the forefront of the empirical literature on Somalia for example is simply ruled out in advance.   Also excluded from the frame is the need to establish and engage with contingent causes of intergroup conflict.   These themes can be traced through the work of the authors under discussion.   Wheeler deems ‘state breakdown and a collapse of law and order a sufficient cause for intervention (2002: 34).   In referring to situations in which ‘the target state had collapsed into lawlessness and civil strife (2002: 2), he clearly conflates statelessness, ‘lawlessness and civil war: state collapse itself means ‘lawlessness and civil strife; this is what a society becomes when a state collapses.   Furthermore, ‘lawlessness and the ‘breakdown of authority are taken to be the cause of famine in Somalia (2002: 176, 206), notwithstanding the continued absence of state authority in the famine-free years since 1994.   Wheeler also rather strangely refers to state-building as the removal of ‘the gun from political life (2002: 306).   States are not known for their lack of guns.   Writing in 2002 by which time Somalia had experienced a stateless peace for nearly a decade   Wheeler argues that ‘[d]isarming the warlords and establishing the rule of law were crucial in preventing Somalia from falling back into civil war and famine (2002: 190).   What Somalia needed, he decided, was a ‘law-governed polity (2002: 173).   To this end, he advocates ‘the imposition of an international protectorate that could provide a security framework for years, if not decades, to come (2002: 306), effectively the recolonisation of the country.   In constructing criteria for the success of an intervention, Wheelers position is again ambiguous.   His exact demand is that a successful intervention establish ‘a political order   hospitable to the protection of human rights (2002: 37).   Yet when he discusses Somalia, and faces the problem that humanitarian relief and state-building were contradictory goals, he takes a pro-statebuilding position (2002: 189-90).   This can be interpreted to mean that he assumes that only a statist order could possibly be hospitable to human rights, notwithstanding the appalling human rights record of the previous Somali state.   Yet there is no reason why local polities could not be assessed in terms of human rights (Menkhaus and Pendergast, 2).   In Tesà ³ns account, a Hobbesian position on state collapse, including the identity of state collapse, societal collapse, ‘lawlessness and civil war, is explicitly advocated.   ‘Anarchy is the complete absence of social order, which inevitably leads to a Hobbesian war of all against all (2001: 7).   People are thus prevented from conducting ‘meaningful life in common (2001: 7).   It is clear that state and society are so closely linked here as to be indistinguishable; it is left unclear if the ‘absence of social order means the absence merely of the state or of other forms of social life.   Given that contexts such as Somalia do not in fact involve the collapse of all social life, it must be assumed that the former is being inferred from the latter.   We see once more the reproduction of the conflation of statelessness with a range of problems, in apparent ignorance of the possibility of other kinds of statelessness.   The solution is taken to be pervasive imposition of liberal social forms.   Humanitarian aid simply addresses ‘the symptoms of anarchy and tyranny, whereas building ‘democratic, rights-based institutions addresses a central cause of the problem and does ‘the right thing for the society (2001: 37).   As a result, situations of anarchy necessarily lead to barbaric interpersonal behaviour which is seriously unjust, causing a ‘moral collapse of sovereignty and a loss of the right to self-government (2001: 2-3).   The difference between statist societies and stateless societies is not, he tersely declares, a matter of legitimate dispute.   The difference is a matter of what all ‘reasonable views will accept and what they will not (2001: 13-14).   This boundary reproduces the tautological ethical stance of the Northern agent.   While emotively related to the extreme effects of civil war and predatory violence, this position in effect declares any stateless society to be beyond the pale regardless of whether it displays these characteristics.   The gesture of Schmittian sovereignty, deciding on the exclusion of those deemed unreasonable, is particularly dangerous given that intervention happens in contexts where the majority of local agents show such characteristi cs.   Peacekeepers primed to enter situations deemed uncondonable are doomed to violent contact with local agents (including ‘victims who do condone them, because their very frame is constructed to exclude engagement.   Again in Coadys work, the assumption that states exist for benevolent purposes is prominent.   States are viewed as responsible for the protection of citizens (2002: 11-12).   Intervention can legitimately be aimed at ‘failed or profoundly unstable states (2002: 21), and has the goals of ‘ensuring political stability and enduring safety (2002: 30), liberal code for state-building.   It is not unusual in peacekeeping theory to find a distinction drawn between ordinary human rights (identified with concrete violations) and extraordinary human rights (identified with the collapse of legitimate state power), a binary which ethically voids the very concept of rights by identifying its actualisation with a particular social order.   In other varieties, one finds it in distinctions between truly shocking and merely wrong forms of violation, between ‘extremely barbarous and mundane abuses, or between law and order as a primary goal of intervention and human security as a secondary luxury (see Coady 2002: 16, 28, Tesà ³n 2001: 37, Walzer Just and Unjust Wars 108, Lund 2003: 28-9, 47-8, Paris 2004: 47-8).   This serves to put the denial of rights, or of the state, in the South (or rather, its crisis-points) in an incommensurable category distinct from human rights abuses in and by the North (and its Southern allies).   With human rights deemed impossible in a stateless society, rights-violation is excused as ‘law-creating violence, the creation of an order where rights become possible, but which does not require prefigurative recognition of rights in the present, a position not dissimilar to the telos of socialism in Stalinist ideology.   The declaration of justice and rights as the purpose of the state sits uncomfortably with the kind of state likely to result in practice from statebuilding in contexts such as Somalia.   Clearly, Tesà ³n has transmuted his normative position on what states should do into an essentialist position on what states are, which leaves him with a project of building a state per se, without regard for whether the project or the resultant state serves the ascribed goals.  Ã‚   In the meantime, the patently obvious existence of customary rights in societies such as Somalia is conveniently ignored.   Presumably, as rights of the ‘uncivilised, these rights do not count as fully ‘human.   In practice, the effects of such a statist frame are to disengage peacekeepers from populations they are supposed to be rescuing, constructing them as epistemologically-privileged bearers of a project of social reconstruction which is in the interests, regardless of the wishes, of the locals.   This framework produces a paradigmatically colonial arrogance.   Peacekeepers misperceived unfamiliar institutions as an absence of institutions, leading to racist effects.   Empirical scholars have approached Somalia with a frame distorted by such statism, as when Lyons and Samatar portray the country as a ‘Hobbesian world without law or institutions, divided between ‘the most vulnerable and ‘the most vicious (Lyons and Samatar 7; c.f. Makinda ****).   In practice, the Somali intervention was framed by Northern insecurities about ‘disorder in the context of global neoliberalism.   According to one cultural analyst, the intervention was an attempt to suture th e field of global disorder, acting out a predetermined script in an attempt to create an appearance of fixed order, namely, neoliberalism as the end of history (Debrix 97-9).   This suture is necessary because of the gap separating neoliberal ideology from the actuality of global disorder (107).   It was to fail because an excess of uncontrollable images arising from local difference began to disempower the global order (Debrix 126).   In Somalia, peacekeepers found themselves in a society with very different assumptions about state power. According to Menkhaus, ‘there is perhaps no other issue on which the worldviews of external and internal actors are more divergent than their radically different understanding of the state (Menkhaus State Collapse 409).   ‘For many Somalis, the state is an instrument of accumulation and domination, enriching and empowering those who control it and exploiting and harassing the rest of the population (Menkhaus Governance 87).  Ã‚   Hence, statebuilding was misconceived as necessary for peacebuilding in a setting where it was virtually impossible.   Menkhaus and Pendergast argue that the ‘radical localization of politics in Somalia is often misunderstood as disorder and crisis, when in fact it is part of the functioning of local social life.  Ã‚   ‘The challenge to the international community is to attempt to work with this â€Å"stateless† pol itical reality in Somalia rather than against it.   It is a myth to see the intervention as rebuilding a state, since an effective state has never existed in Somalia (Menkhaus State Collapse 412).   Somalia has historically been resistant to the implantation of the state-form, and previous colonial and neo-colonial states, arising mainly as channels for global patronage flows, were caught between the extractive and despotic use of concentrated power by the clan which dominated the state and moves to balance against this excessive power by other clans.   Even such an artificial state has been made impossible by changing conditions (Menkhaus and Pendergast 2-3).   Attempts to rebuild a centralised state have exacerbated conflict between clan militias, which compete for the ‘potential spoils of such a state (Menkhaus and Pendergast 13).   With the capital viewed as the site or ‘house of state power, the battle for the state encouraged clan conflicts for control of the capital (Jan 2001: 81; )    Where state-building has occurred in postwar Somalia, it has been similarly marked by strong extractive and divisive tendencies (Lewis 81-3).   Hence, to favour stateb uilding in Somalia is to contribute to exacerbating conflict by taking stances between diffuse forces which favour some and disempower others.   In seeking local collaborators in building the state, the UN ended up favouring some clan militias against others (Rutherford 16, 23, 40-1).   On the other hand, empirical evidence does not confirm the view that peace required a strong state.   Statelessness as such did not cause civil war or social problems.   Until the 1980s, Somalia was extremely safe, despite or because of its weak state; the source of security was communal, not juridical (Menkhaus State Collapse 412).   Similarly, Somalia rapidly returned to peace after the UN departure, with conflict infrequent between 1995 and 2006 (Menkhaus Governance 87-8).   In part, this was due to the declining local influence of warlords inside their own clans.   Ameen Jan analyses the post-UN scenario as a revival of processes frozen by the intervention, which were already moving national power towards clans and clan power towards civilians (2001: 53-5).   Another apparent anomaly is that the de facto independent northwestern region of Somaliland successfully constructed peace and local political institutions with meagre resources, at the same time that expensive U N peace conferences were failing (Lewis ix-x).   This process succeeded because it arose from the grassroots and started with reconciliation on issues of contention, many of which were social issues such as buying off militia members and resolving land disputes (Lewis 91, 94-5; Menkhaus, Governance 91).   Hence, the causes of the civil war in parts of Somalia were contingent products of circumstances which are unlikely to recur (Menkhaus and Pendergast 7, 15).   Having started from the wrong premises, it is no surprise that the wrong conclusions were reached.   Successful peacebuilding in Somalia would involve a transition from a violent diffuse acephalous society to a peaceful diffuse acephalous society, whereas the colonial assumptions of peacekeepers instead sought to override the entire structure of Somali society as a means to construct their preferred form of order.   In practice, this obsession with order and interpellation of otherness as disorder expresses itself in reliance on hard power.   The UN and US sought to rely on technical and military power as a substitute for engagement in the context (Debrix 115, Wheeler 2002: 181, 205).   This tends to reproduce the very context posited by the Northern discourse.   Pieterse has argued that the emphasis on hard power in interventions reinforces or even creates rigid ethnic categories and authoritarian institutions, hence creating the conditions for humanitarian crisis. The emphasis on hard power stemming from the problematic of sovereignty effectively rendered peacebuilding impossible.   While local clan reconciliation conferences were more effective in practice, the UN approach focused on militia leaders, a process which tended to entrench their power and disaggregate them from their support-base (Jan 2001: 63).   This misrepresented their power through the frame of sovereignty.   Clan militias, like Clastrean chiefs, did not hold stable power.   They were speculative and temporary, and subject to rapid decomposition (Lewis 80, Menkhaus and Pendergast 4-5).   Lewis views the Somali militias as clan militias involved mainly in territorial conflicts (Lewis 75).   Far from dominating the context, militias depended on soft power within clans to a great degree, and were unable even to implement accords among themselves due to their limited influence over their clans (Menkhaus and Pendergast 4-5).   Clastres theory of warfare in indigenous societies, the source of the Deleuzian theory of war-machines, emphasises the role of intergroup alliances and balancing as quasi-intentional means of warding off concentrated power and transcendentalism. Intergroup feuding expresses ‘the will of each community to assert its difference,‘[t]o assure the permanence of the dispersion, the parcelling, the atomization of the groups.   Such a situation of centrifugal forces is indeed typical of the kind of conflict settings which peacekeeping interventions target.   Somalis are predominantly nomads, and form the archetypal nomadic war-machines carrying out the diffusion of social power.   The frame applied from the North is, however, rather dangerous: the logic of the war-machine is misunderstood as a primal Hobbesian violence.   This sets peacekeepers up for colonial warfare.   The terminal crisis of the UN intervention arose from the redefinition of one of the two major allia nces of clan militias as an enemy.   Focused unduly on the person of General Aidid, the escalation arose following an attack on UN troops which was interpreted as a violation of transcendental sovereignty, an attack on protected bodies of exceptional value.   In the local frame, however, it was reconfigured as horizontal warfare rather than vertical enforcement, and the UN became seen as the ‘sixteenth Somali faction (Jan 2001: 72).   Hence, it seems that an incapacity to think outside a narrowly statist frame was the source both of a violently colonial intervention, and of the constitutive unrealisability of the goals of the intervention.   It would seem that statism and colonialism intersect, with certain Southern societies judged as inferior for their lack of state forms.   This expresses the promotion of the Northern state, in spite of its increasing authoritarianism and colonial legacy, as an unmarked term to which the world should aspire.   Although it is outside the scope of this paper, it is also apparent that Southern states are typically pathologised as the wrong ‘type of state too corrupt, too contaminated by the dirty world of social life, insufficiently able to mobilise uncontested concentrated power or authority.   It is possible that the club of ‘real democracies, or ‘successful states, is actually a repetition of Fanons club of the civilised, held up as a goal for those w ho are constitutively excluded from it.   3.   Victims The third set of assumptions of such theories are concentrated in the figure of the victim.   The victim is a contradictory figure, for, while she is the quasi-absolute ethical referent of peacekeeping theory, the figure on whose behalf other ethical principles may be suspended, whose call is the source of an imp

However, when improperly handled, they can result in injury, death, and destruction as well as have lingering effects that may last for years to come. To address the risk of an uncontrolled hazardous materials release, there must be a coordinated effort to identify, locate, and quantify the hazardous materials in a particular location (Drexel University Safety & Health, 2001). Typically, industry and government agree that a hazardous materials incident is one where †¢ The intentional or accidental release of a hazardous material is responsible for major injury or fatality †¢ The release of the hazardous material or exposure to the fire that ensues results in the need to evacuate 25 or more people †¢ Closure of a major transportation hub as a result of the release of the hazardous material †¢ The hazardous material is radioactive or a biohazard †¢ Whenever there is a release of over 11.9 gallons or 88.2 pounds of a severe marine pollutant, or hazardous material (Hazmat Incidents and supplies, n.d.). Any single organization or group cannot solve hazardous materials response planning successfully. Rather it must be accomplished through the efforts of local, state, and Federal authorities and in cooperation with the private sector. Because of various limitations, one cannot prepare for every type of release, however, the plan can be written to address those releases that can most likely occur. Regardless, hazardous materials response plans must be designed to minimize hazards to human health and the resulting environment during the intentional or accidental release of a hazardous material. Compare the ways in which William Wordsworth and Williams Blake Essay

Compare the ways in which William Blake and Williams Wordsworth describe London and its effects on them in their poems â€Å"Composed upon Westminster Bridge† and â€Å"London† Both â€Å"Composed† and â€Å"London† are pre 1914 romantic poetry however differ on how they are influenced by romanticism. Romanticism was a fairly new type of poetry and was developed in the 18th century and used mostly in late 18th and early 19th centuries; ideas of romanticism include: the celebration of the lower class, an idyllic world, the importance of nature, faith opposed to organised religion and freedom of expression. Blake was known as the father of romanticism and his writing is both dark (when talking about society) but beautiful (when talking about nature). Wordsworth on the other hand saw romantic ideas and beauty everywhere (including society). Life in the 18th century was all about change and revolution; some people were being more open on their views of organised religion and other areas of society – thus influencing romanticism. â€Å"Composed† is a poem about Wordsworth’s positive appreciation of London; Wordsworth grew up in Yorkshire – a land full of nature and beautiful countryside: the romantic idea of an idyllic world. This could be why Wordsworth can see the beauty and romantic views in London because he has grown on seeing so many around him. Blake however grew up in London itself therefore allowing him to see its darkness and allowing him to experience a structured and strict society. Wordsworth was an enthusiastic romantic who wrote the poem â€Å"Composed† from what he saw standing â€Å"Upon Westminster Bridge†. Wordsworth expresses his own personal view points on London; we see this as he writes in first person Wordsworth also never refers to other people suggesting that he wants London to be his own and no one else’s. Wordsworth sees freedom and innocence within the city: this can be seen when he writes that the city is â€Å"fair:† using â€Å"fair† suggests that Wordsworth sees an innocent beauty in London. Also Wordsworth uses a colon after the word â€Å"fair:† meaning that the city isn’t just beautiful but has other elements also. â€Å"Fair† is also used often in love poems, showing Wordsworth’s love of the city. Wordsworth’s love of the city is also seen when he uses personification such as â€Å"The River glideth at his own sweet will.† The use of personification identifies that Wordsworth classes the River as an equal or even higher and also shows how personal the city is to him. Differing to Wordsworth sitting and watching the city go by Blake is walking the streets at night: a time when evil is allegedly revealed, Blake choosing this time to write suggests that the poem will be negative and also dark. Blake reveals London’s late night deceptions in his poem â€Å"London†. Blake appears to see nothing in London except deception, oppression, death and depression. This is shown multiple times such as â€Å"And the hapless soldier’s sigh Runs in blood down the palace walls.† The â€Å"soldiers sigh† being the oppression and depression, the â€Å"blood down palace walls† being the death and deception. Wordsworth seems to be the opposition to these negative views, shown in his explicit positive imagery: â€Å"Never did the sun more beautifully steep†. This quotation basically means that the sun has never looked as beautiful as it does now, sunshine symbolises a fresh start and purity. Therefore suggesting the city is pure as the rays of the sun are shining on it. Purity is also suggested when Wordsworth writes that the air is â€Å"smokeless† even in the industrial city, London. The frequent use of positive imagery throughout the poem creates ideas that Wordsworth has seen London as a cathartic experience and has been enlightened by the city. Through out the poem it would appear that Wordsworth wants the reader to feel at peace with London and shows his calm and blissful visit to the city; seen in Wordsworth’s use of language: â€Å"touching†, â€Å"silent† and â€Å"asleep†. All of these words give a harmonious and peaceful atmosphere; this implies that Wordsworth feels at one with the city. Wordsworth was influenced by many different things whilst writing â€Å"Composed†; one of these influences may have been that Wordsworth was on his way to visit his daughter in France, this may have given Wordsworth positive emotions and allowing him to see London as a stepping stone on the way to see his daughter giving him hope. Hope is indicated as Wordsworth writes in the morning, a time for fresh starts and new beginnings, Wordsworth then goes on to say that the morning is â€Å"silent† and â€Å"bare† suggesting that anything can happen. All poets have reasons for writing a per civic poem â€Å"Composed† is no exception to this; Wordsworth writes the poem to show people that romantic ideas and hope can be found anywhere and that London is the heart of this. Both the language and punctuation in the poem shows hope and freedom. The purpose of the poem can also clearly be defined from the quote â€Å"This City now doth like a garment, wear The beauty of the morning; silent bare,† This quotation shows both honesty and innocence; by the words â€Å"silent bare† – both of these words suggests that the city is not hiding anything and possesses no hidden deception. Innocence is shown as the city â€Å"doth like a garment, wear they beauty of the morning;† As the morning is new and innocent and is around the city: reflecting its innocence back upon the city. The poem â€Å"London† by Blake however has a completely different purpose and is written to show that society does not express hope, romantic ideas and is in fact corrupted and full of deception. Blake uses the poem to show how society manipulates nature and faith as shown in the quotation â€Å"Every blackening church appals;† This represents how religion has been manipulated by society and is now evil unlike faith that is true and honourable. The romantic view of organised religion is that it toys with people to make them believe that they believe in God, taking away their freedom and the purity of faith and religion. Blake has always lived in London and craves freedom and an escape from what he perceives a political and oppressed society. The differences between the purposes can be clearly defined and explained, as it is not solely the views of the poets that make their poems it is also, their positions in life and London; their state of mind; experiences and previous encounters with the city and the time of day. Wordsworth uses the structure of â€Å"Composed† to further replicate freedom in London: as the poem is a sonnet (representing society and London – what most believe as ruled and structured) however uses punctuation to break up the rules and structure to enforce freedom and constant flow of life, suggested by Wordsworth’s use of only one full stop. However significant usage of the semi-colon, colon and comma in varied places rather than just at the end of a line thus creating fluency; relating to the river in the city which is free and powerful. Wordsworth’s use of enjambments is also an indication to this much like in the lines â€Å"Open unto the fields, and to the sky; All bright and glittering in the smokeless air.† The enjambments allow the reader to think about the true meaning of the line and language, encouraging them to visualise the scene. Wordsworth uses positive language when talking about London, he also uses straight forward imagery of London opposed to hidden deceptions (like in Blake’s â€Å"London†), and this reflects honesty onto the city. Wordsworth writes of freedom in London this creates hope for the people of London – giving them something to admire and aspire for. This is shown in the quotation â€Å"The river glideth at his own sweet will:† â€Å"glideth† indicates peace and harmony as gliding is a constant non aggressive pace also suggesting freedom and nature, much like a bird gliding through the air – creating hope and showing Wordsworth’s admiration for the River. Although Wordsworth writes about London in a positive way parts of his language suggest that he knows there are parts of London that are not as romantic and peaceful as he sees now. Shown in the quote â€Å"And all that mighty heart is lying still!† this last line indicates that Wordsworth believes the city can be aggressive by referring to it as â€Å"mighty heart† (mighty heart also suggests a busyness as the heart is centre of everything) however sees the city at peace so writes that the city is â€Å"lying still†. Blake also uses the river as a symbol of freedom, however Blake suggests that the river’s freedom is corrupted and restricted – still the river maintains a glimmer of hope being the cities only freedom (according to Blake’s â€Å"London†). We can see Blake’s views on the river in the line â€Å"chartered Thames does flow† First it can be suggested that Blake respects the river as he refers to it by it’s name â€Å"Thames† instead of just calling it â€Å"river† (like in â€Å"Composed†) this suggests that Blake still sees hope in the river and partly wants to be like the river. However restrictions can also be seen in the word â€Å"chartered† suggesting that someone set Thames out that way and that it can not do anything but follow the set out path. There is not only restriction but also freedom within this quote as the river â€Å"flows† this shows freedom and hope. Generally Blake’s language is very morbid and negative, which suggests constrainment leading to the Blake’s view on politics. Blake is very critical of London is the poem the complete opposite to â€Å"Composed† however just like â€Å"Composed†, â€Å"London† is made personal as Blake writes in first person and refers to some of his senses: sight and sound. â€Å"And mark in every face I meet† And â€Å"through the midnight streets I hear† both of these quotations show Blake using his senses, showing that Blake takes in everything that is happening around him. Industrialisation versus romanticism is a key theme throughout the poem; Blake is very traditional and romantic and does not fit into London because of this. Through his poem Blake suggests that the industrialisation that has consumed the city only creates depression, oppression and distinctively destroys happiness and honesty. This is made apparent by the â€Å"chimney sweepers cry† symbolising the depression of the people of London by the â€Å"cry†; however showing that they are trying to clean up the state of society as they are cleaning the dark, dismal and black ashes in the city. Blake does not just blame the city itself Blake also blames the people inside the city – people who influence industrialisation. During the fourth stanza Blake suggests that the actions that people are making now will create problems for the next generation. â€Å"Youthful harlot’s curse† symbolises the sins of the youth creating a â€Å"curse†: a word this is often used in association with witches. These sins cause â€Å"the newborn infants tear† which further exemplifies future problems the next generation will have to deal with and fix due to mistakes made by the youth of the time. The curse in stanza four is also shown by the â€Å"plagues† and the â€Å"marriage hearse† which indicates death. In the case of the â€Å"marriage hearse† this creates a link between eternity and death destroying aspects of hope and proving the impurity of the city. Blake uses imagery, alliteration and language choice to illustrate his portrayal of London; using these skills he opens the open up to his reader inviting them to have their own interpretations. The differences are very apparent between the poems and there are clear divides of attitude; the state of mind of the poets; and how society affects them. Romanticism and industrialisation are key elements in both poems however are showed in immensely different ways. Blake remains negative due to the changes that have taken away romanticism; Wordsworth however keeps positive indicating clear elements of hope.
